Sewer Project
Attended work session meeting with the Clallam County Commissioners on Monday, September 17, 2024. At the work session, the County agreed they would sponsor an application to Ecology that could fund the sewer replacement work. Submitting the application does not obligate the County to move forward with a funding offer if the County and the HOA are not able to facilitate repayment of a loan offer.
The County would prefer to collect repayment through assessments versus a fee, which is the preferred method for the HOA. Formation of an LID or ULID is a typical way to collect funds for repayment.
Cynthia is working with Angi Klahn at the County to start an application in Ecology’s EAGL database. Cynthia will complete the application and solicit input from both the County and HOA before working with Angi to submit the application.
Drinking Water
Flaura’s Board is interested in consolidating their water system with the City’s as well as the sewer system. This may or may not involve annexation – annexation is not a requirement for consolidation, but annexation is the end goal at some point. Some residents are against annexation, but would benefit by paying less for sewer and water monthly rates and HOA fees would not apply. The City would be responsible for the operation and maintenance of the water system once it had been upgraded to meet City standards. The residents would enjoy consistent, reliable water without having interruptions due to occasional power outages.
A cost estimate for design and construction of upgrades to the drinking water system has not been prepared.
Next Steps
County will draft Memorandum of Understanding or interlocal agreement language that outlines the responsibilities of each party.
Procure an engineer through methods that meet state and federal standards. This will need to be done through the County, and does not need to happen immediately.
