DOH Application Status
Cynthia is currently working on completing the application. She has reached out to Health for some clarification on a few points regarding exactly which entity’s data is required (as it is a consolidation effort). Angi asked if there would need to be a L.I.D. for any of the water portions of the project. My understanding was that we were working to obtain grant funding, but that I would confirm what the likely outcome might be with Cynthia.

April 9th meeting
This is a coordination meeting with the City of Sequim, Ecology, Health, Flaura’s Acres, and SCI to discuss the scheduling of work in a dig-once effort.

Survey response
Angi has received 25 responses; most are in favor (3 were on the fence). However, these may have been those turned in prior to the informational meeting. Tom also talked with 4 property owners who were not able to attend the meeting, and they are in favor of the efforts.

Next Steps

  • There will need to be a signing where property owners all sign one document, Angi recommended a signing party. Further discussion and clarification from the county’s legal team are needed for what the document will include. Angi needs to know if it will be sewer and water efforts or, one or the other. Discussions on how to obtain signatures from the out-of-town property owners: Angi thinks that she can email them and have them docu-sign one document (apox.13 rentals) (are several properties owned by one party? – if so, how will this work). These questions and concerns will need to be run past the legal team. The county will get clarification on how this document needs to be framed. Ron said that they may need some additional answers from DOH funding, and maybe regarding the annexation before all questions are compiled to go to the legal team for answers.
  • Joe said that talking with the city of Sequim. The understanding is that if there is a will to annex the area into the city, then the city would take the lead on these projects. If, however, it was going to be sewer-only, the county would.
  • Annexation: Tom shared that most of the responses he has received have been positive. Some people expressed concerns that they would be charged additional taxes, but he shared that it is only a matter of time and that by doing it now, they will save a lot of money on the connection fees. Tom thinks that they will get a bye-in to the annex before everything is said and done. He will take the document door to door if needed but feels confident that they will obtain the needed signatures.

Update on land price
Tom shared that the realtor estimated that the drain field land could be listed at a low end of $90,000 but that it could be as much as $150,000 for the 1.51 acres. The well-site pricing has not yet been discussed with the realtor. On the county website, that parcel is said to be 0.9 acres.

  • Lisa-Ann has the property documents digitally and believes that the physical documents are in the safety deposit box. Both parcels are in unincorporated Clallam County

Other
County roads with a 60-foot right-of-way should have metal markers on each parcel (put in in 1974). Tom will advise property owners to stay out of the 60-foot county right-of-way and that if they want to put anything in the area, they will need to obtain a permit.
