What is an HOA?

An HOA or Homeowners Association is a legal entity created to manage and maintain the common areas of a community. In our case, the community well and septic systems, as well as the to two lots at the bottom of Still Road that encompass our community drainfield and community well and pumphouse.

Flaura’s Acres consists of 52 single family homes. The HOA was originally set up by Willis and Florence Belfield, who created a set of rules called “Declaration of Covenants, Conditions, and Restrictions” otherwise known as “CC&Rs.”

One of the primary functions of the HOA is to enforce and ensure that these CC&Rs are adhered to by the individual homeowners to help maintain property values and the quality of life within the community.

How much is the monthly maintenance fee?

The monthly fee is $75 per month but will increase to $100 per month effective September 1, 2023.

Does everyone in the Association have to pay the monthly maintenance fee?

Yes, everyone has to pay.  Article 6, Section 1 of the bylaws plainly state that no one in the Association may exempt themselves from paying assessments. Homeowners automatically become responsible for paying monthly assessments for their property when they purchase the home located within the community.

Do I need approval to paint my home or make other improvements?

No.  As long as your planned improvements comply with Clallam County Building Codes, go right ahead. We do ask that you notify the board if your contractor’s vehicles will be parked in the street for more than a couple of hours.

I'm a homeowner who is leasing my home out to renters. What do I need to do whenever I get new tenants?

The CC&Rs state that the Association consists of single-family residence. You may rent out the whole house to a single family but you may not rent out a portion of it.

You must provide your renter with a copy of the Bylaws and CC&Rs and the renter must acknowledge that they have received them. Also, please let the Board know that your lot is being rented and provide us with your current mailing address and phone number. Additionally, for safety reasons, you must provide the names and phone number of the renters should they need to be notified directly.

Do I need to keep my dog on a leash when walking?

While the CC&Rs and Bylaws do not contain a “leash law”, Clallam County Code 17.02.030 states; 

The owner of a dog is strictly liable to control his/her dog as required herein. …  It is unlawful for the owner of a dog to fail to prevent said dog from:

(2) Running at large;

(3) Not being under control while off the owner’s property; …

(6) Chasing, running after or jumping at vehicles using public roadways;

(7) Snapping, growling, snarling, barking in a threatening manner, or jumping upon, chasing or otherwise threatening persons while the dog is not restrained and is off the property of the owner;

(8) Howling, yelping, whining, barking, or making other noises in such a manner as to disturb any person or groups of persons to an unreasonable degree except that working dogs …

In consideration of our neighbors, we ask that you keep your pets in a fenced yard and leashed when walking. This keeps your dog safe, keeps other dogs safe, keeps your dog from wandering off and getting lost, and allows your neighbors to walk the neighborhood in peace. Also, please pick up after your dog.

Are fireworks permitted?

As part of unincorporated Clallam County, we follow the County’s regulations. As of July 2023, fireworks are only permitted from 9am to midnight on July 4. However, we ask that you be kind to your neighbors and not get too carried away in your festivities.
