1) Updates on the Wastewater side of the project (WQC-2026-SequPW-00646)
a. Ecology updates: none
b. The city inquired about the requirements for decommissioning the drain field. Ecology: equipment should be removed, but the actual drain field is usually left in place.
2) Updates on the Water side of the project (DOH; GVL31648-0)
a. Health inquired about when invoices will begin being submitted. And reminded them that a progress report is currently due (even if no invoice reimbursements are necessary). Health requests that invoices be submitted monthly for reimbursement, rather than quarterly.
b. Some cost savings have been identified: there is already a 10-inch water main running up S. Still road.
c. The city requests that the details of the current easements held by the association be shared with them.
d. The city and engineers are doing what they can to avoid the need for grinder pumps that would need to be maintained.
e. United Engineering is handling both the water and wastewater design/plans.
3) Updates curb, sidewalks, and gutters. (CDBG: 24-64210-010)
a. Does the city have access to the HUD access system? Jon and Meggan will meet right after this meeting to follow up.
b. The contract has been executed, and non-construction funds are available.
c. The city mentioned that there are some challenges with the grade and sidewalk (especially on the east end of E. Blair Ave.).
4) Updates on ULID
a. It is planned to begin collecting signatures on petitions by the end of the week. The forms will be available to pass around.
b. The city anticipates that both the ULID and Annexation petitions will be reviewed by the county review board. Mark asked to be included in the correspondence.
c. 51% of property owners will need to sign the petition for the ULID. The petition will include the owner’s name, property address, and a signature (signature of at least one property owner per property). (These signatures will be verified by the county.)
d. The well and loss properties will not be part of the ULID petition. The associated costs for this process will be distributed among the properties involved.
5) Updates on Annexation
a. The annexation is based on 60% of the value of the property to be annexed.
b. The county has not yet updated its annexation code. However, the plan is to proceed with the process. Mark will reach out to county staff handling this and will help where he can.
c. Mark, Paul, and Karla Boughton will meet separately from the group meeting to discuss annexation.
d. Tom asked if there is a map that includes the properties that will be included in the annexation. He wants to make sure all affected parcels are included.
6) Other:
a. The city wants to review the DOH grant agreement to see if the well decommissioning is included. Health said that, in most cases, decommissioning a well is included. If, for some reason, it is not, CDBG may be able to help.
