- No updates yet from DOH on status of consolidation application – Cynthia will contact
DOH staff for a status update. - City is waiting for comments from the County on the proposed annexation process.
Todd will follow up on status. An example petition form will be provided to FA for use in
the annexation process. - Focus is on both annexation and the ULID, which can occur concurrently. The ULID will
be necessary to repay the loan portion of the Ecology funding if the City takes over the
contract from the City for the sewer work.- ULID is essentially a financial contract with the city to ensure the city gets
reimbursed for project expenditures. It must meet city standards. - City would be the lead on a ULID because the County does not have a utility and
could only form an LID agreement - Cost per resident would be in the form of a lien
- Flaura’s Acres could substantially pay down the loan portion by selling the parcels of land
currently in use for the well and drainfield which would shorten the lien period.

- Annexation process has specific timelines. The signature gathering timeline is up to the
HOA. The timeline starts when the application for annexation is submitted to the City.- A public notice is published and a public meeting will be held
- 60% of the homeowners must be in favor of the annexation process for a
positive outcome. - City will provide staff to assist Flaura’s with the annexation process.
- Annexation will lower water and sewer connection fees significantly.
